Punjab Safe Cities Authority
The Punjab Safe Cities Authority (PSCA), established under the Punjab Safe Cities Ordinance 2015, will ensure establishment, development and maintenance of an integrated command, control and communication system (PPIC3) for Police in major cities of the province for public safety.
The Safe City is a concept for returning security and quality of life to today’s complex cities through the use of technology, infrastructure, personnel and processes.
PPIC3 Center
In order to realize the vision of developing safe cities in the province, PPIC3 Center has been developed for Punjab Police in the city of Lahore, which will be subsequently established in the large cities of the province.
Recently, PSCA has identified 2000 locations for installing more than 10,000 cameras for surveillance through a comprehensive survey. That includes the coverage of public institutions, key infrastructure, public roads, crime hotspots, VVIP routes, entry & exit points and public places.
Monitoring / surveillance
The CCTV (Close Circuit Television System) provides images form the 6700 cameras that will be installed during phase 1 and phase 2.
The cameras will primarily provide images for incident and event management but will also be connected to the analytics systems. An integrated video management system (IVMS), digital recording and archiving, specific analysis tools, video walls and control system, and In- vehicle video system.
Electronic Challan System
The E-Challan system will be integrated with the RLMS and ANPR systems to send out traffic offense notices so that offenders can pay their fines over the internet.
There will also be portable terminals that will allow traffic police officers to issue traffic offense notices for incorrect or no licenses and any other traffic offenses that may have been committed. You can check your e-challan here.
Panic Buttons
PSCA has received such cases when someone is mugged on the road or one has a damaged cell phone and have no way to contact emergency services. In order to address such issues, the PSCA has installed 15 Emergency Panic Buttons at different locations in the city.
These buttons, located along major roads, connect directly with the 15, Rescue 1122 emergency teams and ensure quick response. Also, in areas where mobile phone signals are not available or are weak, or if someone does not have a phone, these buttons offer instant connectivity to police and emergency officials. Free WiFi
This is part of the Punjab government’s Digital Punjab vision, aimed at providing essential online connectivity to everyone, especially in emergencies. This connectivity is not just for emergencies and the PSCA-developed mobile apps, but also permits the public to access a variety of applications, particularly those to do with booking a ride and WhatsApp. Location of all free WiFi hotspots can be seen here.
Women Safety App
This Women Safety App is an initiative of PSCA on the recommendations of Chief Minister Punjab, in order to ensure safety & security of women. This app enables women to generate real time alerts to close relatives & Punjab Police in a panic situation, resulting in immediate response from police. App can be downloaded here: Android | iOS
Crime Stoppers
Crime Stoppers service allows responsible citizens to confidentially report crimes in their vicinity. Citizens can report crimes through two channels: by calling the Safe City Crime Stoppers number 033SAFECITY (03372332489) or by submitting visual or video evidence with confidential information on the Safe City website here. The number of the person calling Safe City Crime Stoppers is not revealed, ensuring confidentiality. The service encourages reporting on drug dealers, terrorists, brothel operators, and other criminal activities. Information can also be provided on dacoits, wanted individuals, counterfeiters, and those involved in sexual crimes, drug trafficking, illegal weapons, and theft of electricity, gas, and water.
Emergency 15 Whatsapp service
Following the vision of the Chief Minister of Punjab, the Safe Cities Authority has launched the Emergency 15 service on WhatsApp. Citizens can now access various services, including Emergency 15 complaints, the Virtual Women Police Station, the Virtual Centre for Child Safety, Traffic/E-Challan, Crime Stoppers, Free Wi-Fi Service, Panic Buttons, the Internship Program, Raasta FM 88.6, and the Electronic Data Analysis Center through WhatsApp at 03070000015.

Virtual Women Police Station
Now, women no longer need to visit the police station unnecessarily. The Virtual Women Police Station will guide them through every stage of the process, from registering an FIR to its investigation and trial. Women can contact the Virtual Women Police Station via the 15 Call, the Women Safety App’s live chat and video call features, the Punjab Police App, and the Safe City web portal.

PSCA Smart Cities Project
The Punjab Safe Cities Authority (PSCA) is set to launch Smart Cities projects in 18 cities across the province, under the leadership of Chief Minister Punjab.
The project involves the installation of Air Quality Index Monitoring Environment Sensors in each of the 18 cities. Citizens in various locations can look forward to the Safe City project becoming operational soon. The systems will be progressively introduced across cities including Gujrat, Jhelum, Sheikhupura, Okara, Taxila, Multan, Bahawalpur, Sargodha, Rahim Yar Khan, Muzaffargarh, Sahiwal, Jhang, Attock, Hasan Abdal, DG Khan, Sialkot, Murree, and Mianwali.
